President Museveni Appoints HW Chemutai Ag. Chief Registrar
HW Tom Chemutai, Ag. Chief Registrar
President Yoweri Museveni appointed HW Tom Chemutai as the Acting Chief Registrar for the Judiciary.
HW Chemutai had earlier in December 2019, been assigned by the Judicial Service Commission(JSC) to serve in the same capacity following the elevation of Hon. Lady Justice Esta Nambayo, as High Court Judge.
"In exercise of the powers vested in the President by Article 145(2) of the Constitution,I have, acting on the advice of the JSC, appointed His Worship Tom Chemutai as Ag. Chief Registrar pending the appointment of a substantive Chief Registrar,"Mr Museveni's letter reads in part.
The President's letter communicating the appointment to the Chairperson of the JSC,Hon. Justice Benjamin Kabiito is dated December 13, 2019, but it was received on February 13, 2020. Hon. Justice Kabiito wrote to HW Chemutai on February 14,2020 "I enclose herewith a copy of the letter of appointment from His Excellency the President, appointing you as Ag. Chief Registrar for the Judiciary..."
According to Article 145 of the Constitution, the Chief Registrar assists the Chief Justice and administer the Courts of Judicature.

He is a career Judicial Officer who started out as Magistrate Grade One in 1995 and he was first deployment at Kisoro Magistrates Court. He was appointed Personal Assistant to then Chief Justice, Hon. Justice Benjamin Odoki between 2001 and 2003.Thereafter, he was appointed Chief Magistrate, a position he held between 2004 and 2010.
In 2010, HW Chemutai was appointed Deputy Registrar and his first posting was at Mbarara High Court. He later went on to work at the Judicial Training Institute, Criminal Division, later the Executions and Bailiffs Division. In 2014, President Yoweri Museveni appointed him full Registrar and was immediately deployed to the Supreme Court and later transferred to be Registrar High Court. Mr Chemutai holds a Masters in Law from Makerere University specializing in Criminal Law.
His Bachelor's degree is from the same institution and has postgraduate diploma in legal practice from Law Development Centre. He has held several leadership positions including Council Member,Secretary General - East African Magistrates and Judges Association as well as Council Member of Uganda Judicial Officers Association.
